## Overview

A mobile driver's license (mDL) is a government-issued driver's license that a user stores in a digital wallet on their phone. With mDL verification, a user shares their license from Samsung Wallet or Google Wallet, and Persona verifies the credential's data as part of your Inquiry.

You do not build or maintain a separate integration for each wallet. Persona handles both. This article covers Samsung Wallet and Google Wallet, which are available on Android phones.

ℹ️

mDL verification is not on by default for every organization. Accepting an mDL does not by itself mean your program meets a regulatory requirement, including the Customer Identification Program (CIP) rule. Confirm with your compliance team how an mDL fits your program.

## When to use it

Add mDL verification when:

- Your Inquiries serve users in the United States.
- You want to offer Android users a government-issued digital credential as another way to verify.
- You are evaluating digital IDs, for example as part of a financial institution's CIP.

Keep Government ID Verification in the flow for users who do not have an mDL in a supported wallet.

## What decides whether a user can verify

Four things have to line up before a user can verify with an mDL:

| Requirement | What it means |
| ------------------ | ----------------------------------------------------------------------------------------------------------------------- |
| Issuing state | The user's state has to issue mDLs to the wallet they use. Not every state does. |
| Wallet | The user has the license in Samsung Wallet or Google Wallet on an Android phone. Persona supports both. |
| Wallet approval | Samsung and Google each approve your organization before users can share mDLs with you. Persona applies on your behalf. |
| Flow configuration | Your Inquiry Template has to include the mDL step. Your Persona account team sets this up with you. |

Supported states grow as each wallet adds issuers. Use the **Documentation > Coverage Map > Digital ID** page in the Dashboard to review current coverage.

## Get mDL verification enabled

mDL verification is not self-serve. Persona has to complete the wallet approvals and configure your flow before users can use it.

1. Check the Coverage Map in the Dashboard to see which states and wallets Persona supports today.
2. Contact your Persona account team and say that you want to add mDL verification. Tell them which wallets you want to offer and which Inquiry Template to add it to.
3. Your Persona account team submits the wallet approval applications for your organization. Samsung Wallet and Google Wallet each have their own approval.
4. Once approved, your Persona account team adds the mDL step to your Inquiry Template and sets the flow with you, including what happens when a user cannot use an mDL.
5. Test the flow with an Android phone that holds an mDL from a supported state.

An mDL can only be tested with a license from a state that issues one. If nobody on your team holds an mDL from a supported state, ask your Persona account team for a recorded walkthrough.

## If mDL verification does not work

Check these first:

- **The user does not see an mDL option.** Confirm that Persona enabled mDL verification and the wallet approval for your organization, and that the mDL step is in the Inquiry Template the user is running.
- **The user's wallet has no license.** The user needs a driver's license from a supported state added to Samsung Wallet or Google Wallet before they start.
- **The user's state is not covered.** Check the Coverage Map. Route these users to Government ID Verification in your flow.
- **The user is on an iPhone.** Samsung Wallet and Google Wallet are Android only. Send iPhone users to another verification method in your flow.
- **The user's phone is managed by an employer or school.** A managed device can restrict wallet use. Wallet access follows the device, not the user's account sign-in.
- **Testing fails on one wallet only.** Ask your Persona account team to confirm that the approval for that wallet is complete.
